You gain supplies by hacking the portals. If you see blue ones you can attack them with your XMP bursters. After it is neutralized (greyish colour) you can claim it for your fraction by putting resonators on it. That changes the colour to green.

Well I was also disappointed at the FC3 but I find Far Cry 2 quite enjoyable.
